Estonian laws do not allow cyber fraud to be fought effectively

The Prosecutor’s Office and the chair of the Riigikogu Legal Affairs Committee say that Estonian laws have not kept pace with the sharp increase in fraud. Artur Jermolajev, the leader of a Ukrainian phone-fraud network that defrauded people in Estonia of more than five million euros, agreed to pay 8.5 million euros through a settlement. Police are identifying the victims and determining how the recovered funds should be distributed among them. The Prosecutor’s Office says a solution is needed to represent large numbers of victims collectively in court.
