Python gains official post-quantum cryptography support

Starting with version 48, pyca/cryptography provides Python support for the NIST-standard ML-KEM and ML-DSA primitives. This enables Python applications to begin using post-quantum key encapsulation and digital signatures, but migrating existing protocols and wire formats is not a drop-in replacement.
