Latvia considers mass requests submitted to state institutions a hybrid attack

Latvian state institutions and NGOs supporting Ukraine have been subjected to a flood of mass information requests and complaint letters. Latvia links the requests to Latvian citizens connected to Russia, and its State Security Service does not rule out their use in anti-Latvian hybrid operations. Germany has simultaneously seen security- and NATO-related requests; Estonia’s Ministry of the Interior has not observed a similar flood of requests.
