GHSA-xxpq-v3jg-w39m: Missing authentication in Docker-Proxy

Docker-Proxy through version 5.1.9 contains a missing-authentication vulnerability in hubcmdui routes/config.js. Unauthenticated attackers can read and overwrite configuration through /api/config.
